Yes hanbo jutsu is a weapon that was used by the samurai. It can be found in many Koryu japanese arts. The ryu i am familiar with comes from the kuki family of which there are many branches. The problem with nearly all the weapons arts except kendo and iaido is that they are a component of another art so you would have to take up the whole art inorder to train with them. Bujinkan, Genbukan, Jinenkan, kukishin ryu all have hanbo jutsu in their system. Other than that you have the Bo, Jo and many others to play with. Okinawan Kobudo is another system that contains many weapons but once again its generally only practiced by karateka once they have reached an advanced level. The same can be said for aikido or aiki jutsu!
A good book to purchase is the art of stick fighting by hatsumi/chambers. It covers most of the basic stuff from kukishinden ryu!
The kuki ryu ha system consists of 16 kata in total, 3 kamae, and 10 directional strikes give or take a few as thats just of the top of my head!
In these kata you will find various techniques for locking and throwing. A point worth mentioning because most people only see the bo as a striking weapon!
The hanbo is basically a yari or other pole arm that was split in two on the battlefield hence half bo! Thats why its generally only found in koryu arts!
So to answer your question! No its not a independant art! Its just a small part of another weapons system!
